多数公司，无论大小都会有预算和控制流程，但是到底怎么样的预算和控制才是最佳的呢？看看下面的例子：

                            预算                                    实际

预算 A               10000                                9500

预算 B                8500                                  9000

如果无论在预算A和B的前提下，管理人员都达到的业务结果是完全一样，那到底是预算A好还是预算B做得好啊？
